The note walks through the Regional Communications Infrastructure Programme: national backbone fibre, cheaper government connectivity, and a cloud used for public-service systems. Those are the pipes. The follow-on programme named in the piece is meant to put more government services on that network.

A backbone and a government cloud only hold if the halls, radio and last-mile networks around them are specified and kept up. That is the ICT work ministries already buy — not a new product line, the same one.
