What this piece covers.

The Ministry of Works and Transport has been rolling digital number plates as part of an intelligent transport management system. The plates carry RFID and QR identifiers so a vehicle can be read against a central record — the stated aims being traffic management, security and enforcement.

Number plates are only the visible edge. Behind them sit cameras, readers, radio and a register that has to stay available. That is ITS work: identification, communications and a system an operator can actually run.
